Mouse icon is wrong when dragging a block to delete area by an editable field

Description

When dragging a block to the flyout or trash can to delete it, the mouse pointer should be a grasping hand with an x (on Linux).

Currently the icon is correct when grabbing and dragging by a non-editable field (e.g. label) but not by an editable field (e.g. dropdown).

This is probably a CSS issue.

This is not a regression, it's present on v11. It's also probably not a breaking change. So I'm inclined to think this is lower priority than other v12 stuff.

I tried to debug this but it's a nightmare to inspect elements when they're on the drag surface.

Agree, lower priority if not a regression--that means it's not a weird side effect of the focus changes.
