Could you just add a TODO about the WorkspaceCommentSvg problem? either at the top with the other requires, or where it's used. thanks

Additional Information
Adding a requireType for Blockly.WorkspaceCommentSvg breaks the build for mysterious reasons, so I've left that alone for now.
