client/deps: downgrade react-scripts to 4.0.0

Running into an issue locally where .eslintcache file is constantly generated.
Looks to be the same issue as described here:
facebook/create-react-app#10161. This commit is a
temporary fix until create-react-app v4.0.2 is released to move default
location of eslintcache file. See
facebook/create-react-app#9977.
