Allow early exit from check for eval/evalq in cedta #5660

Couldn't think of a test to add to the suite (besides testing .any_eval_calls_in_stack() directly, but I'd prefer a test with the public API instead), so marked as # nocov.

Tested by running .any_eval_calls_in_stack() manually:

  1. debug(data.table:::cedta)
  2. data.table()[] to invoke cedta(), check .any_eval_calls_in_stack() is FALSE in that context
  3. evalq(data.table()[]) to invoke cedta(), check .any_eval_calls_in_stack() is TRUE in that context
