Update dependencies

Updates all dependencies to their latest version (except @types/node, which I brought to the latest 16 major since the action targets Node 16)

Fixed a few minor typescript and linting errors that popped after updating.

Note that the Prettier es-lint config changed per their notes https://github.com/prettier/eslint-config-prettier/blob/main/CHANGELOG.md#version-800-2021-02-21

Also, I tested the result against my CI, and it worked without error.
