Cruft removal (#4990)

* chore: house cleaning - Removes old/irrelevant perf tests, many of which did not function - Removes unused script files from old tools we used to use and no longer do - Removes files relating to old documentation generation - Removes several unused dependencies - Removes outdated MAINTAINERS file. * chore: update lint-staged - Removes strange dependency of rxjs on itself * chore: fix tests that were apparently relying on rxjs installed dep :facepalm:
