drafted due to fabric loader gobal config feature coming (see FabricMC/fabric-loader#926), this pr will be used to implement that (and other changes to get sandbox working) when the time comes and this pr is being put on hold until then. |

needs to be merged when doing backporting, just having it in a release for a single version will cause global config desync
