Implements support of credential refresh using custom credential loader, iceberg-rust part of https://relationalai.atlassian.net/browse/RAI-45306.
The idea is that we have a refreshable storage, that intercepts all requests to storage, potentially refreshes credential, and then delegate to the underlying storage. If the credentials change, we actually have to add them to the config, parse the config, and create new underlying storage instance, along with OpenDAL operator from it.
