UX: Remove wallet connection requirement for creating subscription plans #102

Description
Problem
Currently, creating a subscription plan requires connecting a wallet, even though the operation doesn't require any signatures. This creates unnecessary friction in the user experience.
Proposed Solution
The Create Subscription Plan component should:
- Remove the wallet connection requirement
- Include a "Payee" address field with proper address validation
- Allow users to create subscription plans without connecting their wallet
