Unexpected output from C# controller generator

When I generated a C# asp.net 6 controller from a swagger doc, I got some unpredictable outputs
I am using nswag v13.17.0

In my swagger docs I have a an endpoint/operation that has a query parameter. This query parameter is userId and as I expected, it generated a parameter in the code called userId, however to use this parameter in a request you need to use user_id. Fair enough, it makes sense cause it's better for a URL to be lower case. I swapped the openAPI docs to have a parameter name of user_id, it generated the code to also have that name but to reach it from a web request, it now was userId.

I'm not sure why it's inverting this, it should treat the name of the parameter in the API docs as the name it must be since this doc as the single source of truth. This API doc is what it must be right?
Is this expected behavior, is this unexpected behavior or is this a dotnet core issue?

I don't have a minimum reproducible example on hand right away, but I can make one if needed. I will make one before submitting a full bug report regardless
