Unable to edit "Custom Emoji"

Description:

You can not just edit the name or alias of a custom emoji in administration without modifying the emoji file.

Steps to reproduce:

1. Go to administration and Custom Emoji
2. If you don't have an existing custom emoji add it.
3. Click on any emoji and try to edit just the name or alias.

Expected behaviour:

Name and alias should update

Actual behavior:

Nothing happens on save

Having the same problem, a fix is to download the emoji file (right click, save as) and to choose the same file as upload. Then the data is processed (thanks to #21821 for giving me the hint!).

Edit: seems like ac24dd5 fixed this for 4.4.2! :)
