[BUG] Unable to select OpenAI ChatGPT provider

Problem (one or two sentences)

When I select 3rd-party Provider with OpenAI - ChatGPT Plus/Pro, the "finish" button doesn't work. There are no errors displayed. If I select a different provider, I'm able to complete the setup flow, but if I then change to the ChatGPT provider, it boots me back into the "Choose your provider" flow and I get blocked at the "finish" step.

Context (who is affected and when)

I am seeing it when trying to set up the OpenAI - ChatGPT Plus/Pro provider.

Reproduction steps

1. Windows, Roo Code 3.41.1
2. Open Roo Code and observe the "Choose your provider" setup flow
3. Select 3rd-party provider
4. Select OpenAI - ChatGPT Plus/Pro provider
5. Select a valid model
6. Click "Finish" and observe that nothing happens

Expected result

The provider settings should be saved and I should be able to start chatting with Roo Code

Actual result

The finish button does nothing and I'm unable to proceed.

Variations tried (optional)

1. Tried selecting a different provider then switching to the ChatGPT provider
2. Tried signing out with OpenAI then redoing the authorization flow
3. Tried reinstalling Roo Code
4. Tried removing all other extensions and opening a local folder instead of WSL
5. Tried reinstalling VS code
6. Tried restarting machine
7. Double checked network configuration and verified that VPN is not enabled

I've analyzed this issue and here's my proposed implementation plan:

Root Cause Analysis

The issue is that the OpenAI ChatGPT Plus/Pro provider (openai-codex) uses OAuth authentication, but the validation in the Welcome setup flow doesn't check if the user has authenticated. Here's what happens:

1. User selects "Use another provider" and picks "OpenAI - ChatGPT Plus/Pro"
2. The OpenAICodex component shows a "Sign in to OpenAI Codex" button along with the model picker
3. User selects a model and clicks "Finish" WITHOUT clicking the sign-in button first
4. The validateApiConfiguration function in webview-ui/src/utils/validate.ts doesn't have a validation case for openai-codex, so it returns no error
5. The configuration is saved, but the user isn't authenticated
6. When the extension tries to use the API, it fails because there's no valid OAuth token

The same issue exists for claude-code which also uses OAuth authentication.

Proposed Implementation

Add validation for OAuth-based providers (openai-codex and claude-code) to require authentication before allowing the setup to complete:

1. Modify webview-ui/src/utils/validate.ts: Add a new validation function parameter to accept authentication states
2. Add validation cases for openai-codex and claude-code that return an error message when not authenticated
3. Update webview-ui/src/components/welcome/WelcomeViewProvider.tsx: Pass the authentication states (openAiCodexIsAuthenticated, claudeCodeIsAuthenticated) to the validation function
4. Add localized error messages in the settings translation files

This approach:

• Prevents users from completing setup without authentication
• Shows a clear error message explaining they need to sign in first
• Is consistent with how other provider validations work (API key required, etc.)
