Add currency conversion setting

What specific problem does this solve?

Usage predictability, especially for individuals and small companies

How should this be solved?

It would be useful to have a setting that lets me convert the currency to my local currency, both for the individual API request and for the total money spent

How will we know it works? (Acceptance Criteria)

Overall, there should be two settings

1. What currency to convert to
2. Customize the service to use the currency conversion in, with Roo Code defaulting to one

Reasoning: Being better prepared for how much I'm going to spend on the API requests. I see it as a quality-of-life feature
Main challenges: What service to use for the currency conversion, how frequently to cache the current rate
Dependencies: I'm not sure. You could use an NPM dependency of some sort, or directly use a service's API via HTTP

I get the intention here, but this feels too niche for Roo Code to support directly. Currency conversion is outside our core scope, and there’s no clear, actionable plan for how this would work across providers, caching, UI, etc.

This might be better handled externally (e.g. through billing dashboards or scripts) rather than as a built-in feature.
