The script bin/docker/quick_setup.pl is used for creating quick installations that can be used for development and testing. Thus the script can be quite opinionated about a sensible SysConfig. So let's set MinimumLogLevel to info to see more log outout in /opt/otobo/var/log/otobo.log.
