Migrating from .dtl files to .tt files is not relevant for OTOBO.
Migration to OTOBO is only supported for OTRS 6, and OTRS 6 already used .tt files.

This allows to also remove Kernel::Output::Template::Provider::MigrateDTLtoTT().

@StefanRother-OTOBO aggrees. Removed the command. Compile test looks fine. Closing this issue.
