Let hospitals / hotlines adjust their utilization rate

Create an handler and authentication middleware to allow hospitals to adjust their utilization rate. Maybe they should have to apply for a JWT token (check GPS location if you are on the site, provide picture of medical ID...) to check that they provide real data. Some accounts should be given these rights on request. They can adjust the utilization somewhere in the app (figure out where to add this in the prototype)
