gccrs: Add function Rust::encode_punycode

gcc/rust/ChangeLog:

	* Make-lang.in: Add rust-punycode.o.
	* rust-lang.cc (run_rust_tests): Add selftest.
	* util/rust-punycode.cc: New file.
	* util/rust-punycode.h: New file.
