Bumped jQuery version from 1.6.3 to 3.5.1 to fix vulnerabilities #21

jQuery version 1.x.x is vulnerable to XSS attacks. Additionally, versions 1.x and 2.x are officialy EOLed, so it's probably best to update this to the latest version anyway.

Tested with a local build of SCORM Cloud to verify that statements displayed correctly and statement filtering still worked as expected.
