Repackage the tool

  • deprecate setup.py in favour of pyproject.toml
  • use src layout
  • dynamic version package in version.py
  • Clean package_data from deprecated files
  • Increment package version to 4.13.0 (a minor version upgrade was not strongly needed here, but preferable to better distinguish from previous package organization)
