Is your feature request related to a problem?

Declarations in safeds.lang should always be accessible.

Desired solution

Show an error if a declaration has the same name as a global declaration in safeds.lang. Don't show this error when the builtin files get edited in VS Code.

Closes #760

### Summary of Changes

Core declarations like `Any` should never be shadowed by own
declarations. Thus, it's now an error to give own declarations the same
name as a core declaration.
