This PR creates a new Tower project called
strides-ampad-project, which will host data and run compute in the new STRIDES AWS account that we created for AMP-AD with 4Points and NIH.I'm leaving the existing
amp-ap-projectin ournextflow-prodaccount to avoid running into name conflicts.I'm also sneaking in a quick rename of my INCLUDE project, which wasn't renamed when I merged #84 this morning.
