Setup Github actions workflow and verify that all the checks are working.

This initial configuration contains the following checks:

  • dart format
  • dart analyze
  • dart test

Note: This checks are not run for the example folder, but only for fpdart (lib and test)

Note: sdk: ">=2.17.0 <3.0.0"
