Develop web-based annotation tool

Subject to success of https://github.com/SeaBee-no/seabee-iac/issues/4. Consider making a custom GeoDjango application to provide an online annotation tool similar to what’s available in ArcGIS Pro’s Image Analyst extension (video here, but note that we don’t need the data pre-processing or ML parts – just the annotation). The new tool should access data in GeoServer and allow users to save digitised polygons back to Sigma2.
