What this PR does / why we need it:
Previously when manager was asked to create CRD it would always create a v1beta version.
When manager creates CRD it will create v1 CRD for k8s >= 1.18 and v1beta1 for k8s < 1.18
This is used bye GKE Marketplace and Openshift installs.
