This PR adds two new layers to several wall types allowing for a two-tone system to add better detailing. You can now paint the skirting and main section of standard and wooden walls using the paint tool. This is mostly work I did for Nebula condensed into a format that works with Bay's older wall handling. It also includes the better contrasted sprites I originally made for SS14. It also handles edge-connections better between walls and windows/doors etc, cutting down on (most) duplicate frame segments.
The two-tone support can be added separately to making the Torch walls two-toned, if its preferred to keep the original single-tone coloring. Just let me know.
Also I homogenized some flags between airlocks and walls into material flags.
