Signalk node red communicating with remote victron VenusOS

I have signalk and node red running happily and on a separate system Victron's VenusOS running. I am trying to modify inverter settings via node-red, and I cannot seem to make the node red configuration node in Signalk's embedded node red talk to venus OS. I presume this is because the environment variable outlined in the documentation is not set. The docs state...
"set the environment variable NODE_RED_DBUS_ADDRESS to connect via TCP. The variable should be a string with an ip and port separated by a colon, e.g. export NODE_RED_DBUS_ADDRESS=192.168.1.1:78"
I have tried:

1. setting it in node red as an environment variable (I think this section is only for flows, not config objects),
2. using export at the shell
3. creating a settings.json in the ~/.signalk/red directory and restarting signalk
4. and in the plugin config of Node Red within Signalk. Though, I am pretty sure I don't know how to use this to set an environment variable.
   Has anyone gotten this to work and can provide any tips or help?
   I have followed the instructions to open up TCP on VenusOS and 'presume' that its working.

You can add it to ~/.signalk/signalk-server

right before the line that will be like node /usr/lib/node_modules/signalk-server/bin/signalk-server -c /home/sbender/.signalk $*
