What steps will reproduce the problem?
1.load a city saved by NEC PC9800 version.
2.save.
3.load a saved city on NEC PC9800 version.

What is the expected output? What do you see instead?
city should be loaded. but read error. game not loaded.

What version of the product are you using? On what operating system?
micropolisj-1.6, and trunk.

Please provide any additional information below.
I added "Keep 128 bytes header" for options.
