add collector start script for window

This project is used for plugin automation testing. All automated tests use the docker environment. For the moment, Windows startup scripts are not required.

@zone1511 I think more reasonable question is: are you going to run this in a windows? And for what purposes?

I used to test the skywalk plugin in window and don’t want to start the collector. So the mock one will be good enough for me.
