Release for CMS

This contains following:

• latest release/3.11.x branch from upstream
• fix for the JS issues (be97b60) where CMS crashes under cypress and we also need fix the intranet tests in cypress
• Fix for multisites (0da0194)
• Fir for menu tags crash on CMS (e8ebf1a)
• build files for 3.11.7
