Designed to address #6 - I hadn't done a release in a while.

Note comments

Use note comments as well as the note open text (thanks to https://github.com/franco-bez ).

Fixmes

Optionally also process nodes and ways with "fixme" tags within the bounding box and create GPS waypoints for them.
