Integration Tests metering

The developer inside myself wants to make sure that what we build works and continous to work when we develop it further.
As such we need tests.

Definition of Done:

• Tests that assure that the json data gathered from ceilometer via polling is delivered into metering tool successfully are available
• All acceptance criteria are met
• Changes have been reviewed
• CI tests have run successfully
• Documentation has been updated
• Release Notes have been updated
