This PR has gotten quite stale, and it is likely not worth attempting to resolve conflicts with master. Closing in favor of some future effort to simplify and modernize the raw time import process. |

This is a full rework of the post-import processing flow for raw times coming in through the
Api::V1::EventGroupsController#importendpoint.Begins to address #311
Should also address #274 and #265
