This commit adds a new article, "Common Treasuries and their Governance" to the Stability View Point Blog.

It is meant to ensure that the blog migration process is in accordance with the guidelines and process, and is a part of a large initiative for migrating the Stability Nexus and Djed Alliance publications to our static website.
