Following #1165, This issue is to create the Postgresql Managed Database in the https://github.com/StatCan/terraform-aaw-managed-databases repository.

It will need a reviewer that is able to add secrets to this repo as well.

Terraform secrets created in hive-system ns

Ran into Terraform state lock message when running Terraform apply. Had to reach out to Will to unlock the state.
