Allow for no Attorneys if individual filer #152

Individual filers don't have to provide filing attorneys, even if the court marks FilingFilingAttorneyView as required (it's only required form firm filers, something I hadn't noticed in the fine print of the documentation).

Adds an extra getFirm query when preparing filing, hopefully it doesn't take too long though.

Needs to test in production, as the only court that has this enabled is
MA production. Will do so in a controlled manner, then will merge.
