This commit makes otelcol-config set the UID and GID of sumologic-remote.yaml to the same UID and GID as sumologic.yaml, when the tool is running with elevated privileges.

If the tool is not running with elevated privileges, then sumologic-remote.yaml will be owned by the user running otelcol-config.
