Adding a new partner

At it's simplest, adding a new SSDN partner reqiures only two steps:

  1. Building and commiting an appropriate config
  2. Adjusting a transformation map for metadata mapping

The dynamic harvest DAG will perform the steps of updating the config and maps repositories from Github, and iterating through partners in the config (including newly committed partners).
