Don't add meta box and list table column to post types which are not translatable

Currently the meta box and the list table column is added to all post types, even if they are not supporting translations.

A better approach would be to replicate the behaviour of Polylang as seen here.

Edit: The same applies to the bulk action for ordering a translation.
