Motivation: I'm trying to update Home Assistant and the last version deprecates Python 3.5.
Linked issues: #3673 #3731

Cross-compiled on x86_64 using a debian 9.9 with docker.

@roleoroleo Do you have any hint how to handle python wheels which require pep517 to be enabled and other which doesn't build with this commit e.g. attrs and toml? In my case monaco

@roleoroleo I desesperately needed your fixes for cross compiling python3 so I took the liberty of recreating myself your original PRs. I have one issue though regarding giving you credits for the job... I don't have your email (I've put an empty one meanwhile).

I gave up that way because the build made the /build/native dirty.
