FFMPEG Udpate to version 4.3.2

Motivation: Update to FFMPEG and all of its core dependencies along with inclusion of jellyfin ffmpeg vaapi patches (ref: #3932 (comment))
Linked issues: This PR depends on merging the code from #4545 for build to succeed. (DSM7 #4524)

Relevant patches related to avformat and ffmpeg from https://github.com/jellyfin/jellyfin-ffmpeg/tree/jellyfin/debian/patches now applied over default ffmpeg along with updated to version 4.3.2.

Initial testing compiled properly on apollolake on DSM-6.2.3
Pending #4545 and #4579 to confirm success on DSM7

@hgy59 and @ymartin59 this should now all build successfully and be ready for review and merge.
This PR is mandatory for tvheadend PR #4686

I did published them on my github yesterday for people to try it on and get feedback:
