Jackett: Update to v0.20.3521

Description

This PR includes the following:

1. Update Jackett to v0.20.3521
2. Remove unsupported ARMv7 archs from dotNET builds

Follow up of #5574
Fixes #5130 (partially)

@hgy59, I've dug into the current Jackett distributions which now seem to include dotNET 6 core in their non-mono distributions. The various Makefile configurations were updated and I removed our inclusion of dotNET 6 so it looks closer to a regular *arr package. I think it's ready to go but may need some more testing on other archs (as I only tested on x64).

Once there are no issues and the package is published, I would recommend un-publishing v0.20.1171-15 from the repository to remove the incompatible combination of ARMv7 archs and DSM6.

@hgy59, I've done some basic testing under DSM7 as follows:

• Added and tested two public Indexers ✅
• Performed in-app update to v0.20.3184 ✅

All in all, it seems good to merge.
