Add templates for issues

Hi @code-w-arsh , i would like to add the templates for issues :

1. Bug report template
2. Feature request template
3. Custom/Blank issue template .

this will help in separating the cause of concerns and also help in identifying the issue to be better management.

could we get level 2 here as we are adding atomost 3 different templates and i think we can assign level 2 here
