使用代码库触发时，如使用${{variables.xxx}}做为入参条件的话，触发时，${{variables.xxx}}不能被正常解析，导致触发条件不匹配，流水线不能被触发，使用${{xxx}}能正常触发

参考：com.tencent.devops.process.service.webhook.PipelineBuildWebhookService#webhookTriggerPipelineBuild
