What would you like to be added:

  1. 插件发布时，添加插件的同步任务，通过制品库的中心节点将插件同步到所有边缘节点

  2. 构建机下载插件时，优先从所在区域的制品库节点下载插件。如果所在区域的制品库尚未同步到最新的插件，再从制品库中心节点下载插件

Why is this needed:
加快插件下载速度
