Add categorical focal cross-entropy loss algorithm #11248

Describe your change:

  • Categorical focal cross-entropy (CFCE) loss is a generalization of binary focal cross-entropy for multi-class classification. It addresses class imbalance by focusing on hard examples.
  • Add an algorithm?
  • Fix a bug or typo in an existing algorithm?
  • Add or change doctests? -- Note: Please avoid changing both code and tests in a single pull request.
