Describe your change:

Added Longest Palindromic Subsequence Algorithm in Python. I found that there are no solution of Longest Palindromic Subsequence in Python. I added the file longest_palindromic_subsequence.py to the dynamic_programming directory. I have also added docstrings for the function with an explanation and doctests.
