Added new Traditional Chinese.
This translation is translated directly from the simplified translation, and some words are translated from English.
Most of the words refer to the Microsoft Language Portal, Microsoft translations, and myself. This translation after my own examination should not be too big a problem, if the simplified Chinese translator has seen this pull, please for my simple check (do not see also okay), thank you.
