Quitting GUI should quit Console

As an integral part of making the GUI feel like the "real" Server; quitting the GUI should send KILL to the Console.

I plan to implement this.

Also, I plan on coupling the two processes together at the OS level so that
if/when either process crashes it takes the other with it. This will be
done through the Windows "Job Objects" API.
