Resolve issue #26.
Adiciona a API de Projetos.
Cria o primeiro endpoint que retorna todos os projetos cadastrados.
Também criamos um arquivo de documentação da API api_doc.md.
Adicionamos a gem rack-cors com a configuração padrão, aberto para qualquer origem

Tipo de Serviçona listagem de projetos. Porém esse atributo ainda não foi implementado no sistema pois ele precisa da API do Portifoliorrr. Vamos criar um backlog para atualizar a API assim que o atributo for implementado.
