Permissions for the Configuration API were removed in #3909 because it was required that we have a system for migrating them (#3910).

Once #3910 is in completed, the permissions should be re-added to the Configuration API endpoint.

@ErisDS Can this be renamed to "Missing API Permissions"? Same applied for the Apps API.

Also: Dibs for when we have a migration solution for it.

Labelling all the open permissions related issues (there are several) with both permissions and later as I'm working on a spec to solve the immediate issues as well as a long term plan, which will replace all of these issues.
